Building a beautiful China is an important goal of comprehensively building a socialist modernized country and an important content of realizing the great rejuvenation of the Chinese nation and the Chinese Dream. To comprehensively promote the construction of a beautiful China and accelerate the modernization of harmonious coexistence between humans and nature, the following opinions are proposed.

1、 New Era and New Journey Embark on a New Chapter of Comprehensively Promoting the Construction of Beautiful China

 

At present, China's economic and social development has entered a stage of accelerating green and low-carbon high-quality development. The construction of ecological civilization is still in a critical period of pressure accumulation and heavy progress. The structural, root cause, and trend pressures of ecological environment protection have not been fundamentally alleviated. The endogenous driving force for green transformation in economic and social development is insufficient, and the foundation for stable and positive ecological environment quality is not yet solid. The trend of ecological system degradation in some regions has not been fundamentally reversed. The task of building a beautiful China is still arduous. On the new journey, it is necessary to place the construction of a beautiful China in a prominent position in the construction of a strong country and the rejuvenation of the nation, maintain the strategic determination to strengthen ecological civilization construction, firmly follow the path of civilized development of production development, prosperous life, and good ecology, and build a beautiful home with blue sky, green earth, and clear water.

2、 Overall requirements

  Accelerate the formation of a new pattern of beautiful China construction guided by the realization of harmonious coexistence and modernization between humans and nature, and lay a solid ecological foundation for the great rejuvenation of the Chinese nation.

The main goal is to deepen green and low-carbon development by 2027, continuously reduce the total emissions of major pollutants, continuously improve the quality of the ecological environment, optimize the development and protection pattern of national land, continuously enhance the functions of ecosystem services, significantly improve the urban and rural living environment, effectively guarantee national ecological security, and establish a more sound ecological environment governance system, forming a group of practical models. The construction of a beautiful China has achieved remarkable results. By 2035, green production and lifestyle will be widely adopted, carbon emissions will peak and steadily decrease, the ecological environment will fundamentally improve, a new pattern of land and space development and protection will be fully formed, the stability of ecosystem diversity will significantly improve, national ecological security will be more stable, the modernization of ecological environment governance system and governance capacity will be basically achieved, and the goal of a beautiful China will be basically achieved. Looking ahead to the middle of this century, ecological civilization will be comprehensively improved, green development methods and lifestyles will be fully formed, key areas will achieve deep decarbonization, the ecological environment will be healthy and beautiful, the ecological environment governance system and governance capacity will be fully modernized, and a beautiful China will be fully built.

Anchoring the goal of building a beautiful China, adhering to precise pollution control, scientific pollution control, and legal pollution control, in accordance with the new needs of high-quality economic and social development and the new expectations of the people for ecological environment improvement, we will increase efforts to concentrate on solving prominent ecological environment problems, and accelerate the transformation of ecological environment quality from quantitative to qualitative. Deepening the "14th Five Year Plan" to achieve continuous improvement of the ecological environment; Consolidate and expand during the 15th Five Year Plan period to achieve comprehensive improvement of the ecological environment; The overall improvement of the 16th Five Year Plan aims to achieve a fundamental improvement in the ecological environment. To persist in achieving:

——Full domain transformation. Vigorously promote the green and low-carbon development of the economy and society, accelerate the green and low-carbon transformation in energy, industry, transportation, urban-rural construction, agriculture and other fields, strengthen green technology innovation, and enhance the endogenous driving force and innovation vitality of building a beautiful China.

——Comprehensive improvement. We will adhere to the coordinated planning of elements and the integration of urban and rural areas, and carry out the construction of the "Beautiful Series". We will focus on promoting the construction of beautiful blue skies, beautiful rivers and lakes, beautiful bays, and beautiful mountains and rivers, creating a leading area, a beautiful city, and a beautiful countryside in China, and painting a new picture of the beauty of China that is both beautiful and beautiful.

——Whole region construction. Adapting to local conditions and advancing the construction of a beautiful China in a hierarchical manner, covering the entire area, showcasing the magnificent scenery of the western region, the vast scenery of the northeast, the beautiful mountains and rivers in the central region, and the beautiful charm of the harmonious eastern region, shaping various distinctive and colorful sectors of the construction of a beautiful China.

——Whole society action. Transforming the construction of a beautiful China into a conscious behavior of all people, encouraging grassroots units such as parks, enterprises, communities, and schools to carry out green, clean, and zero carbon leading actions, and forming a good social atmosphere where everyone participates and shares.

3、 Accelerate the green transformation of development mode

(1) Optimize the pattern of national spatial development and protection. Establish a sound system for main functional zones, improve the national spatial planning system, and coordinate and optimize the spatial layout of agriculture, ecology, urban areas, and other areas. Adhere to the ecological protection red line, strengthen law enforcement supervision and protection restoration, and maintain the national ecological protection red line area at over 3.15 million square kilometers. We will firmly uphold the red line of 1.8 billion mu of arable land and ensure that the amount of arable land that can be stably utilized in the long term will not decrease. Strictly control the boundaries of urban development and promote the intensive and green development of urban spatial connotation. Strictly control the shoreline space of rivers and lakes. Strengthen the control of marine and coastal territorial space, establish an inefficient sea use exit mechanism, and no new land reclamation will be added except for major national projects. Improve the ecological environment zoning and control system that covers the entire area, and provide a clear bottom line and boundary for development. By 2035, the natural coastline retention rate on the mainland will not be less than 35%, and the ecological protection red line will not reduce its ecological function or change its nature.

(2) Actively and prudently promote carbon peak and carbon neutrality. We will implement the carbon peak action in a planned and step-by-step manner, striving to achieve carbon peak before 2030 and laying the foundation for our efforts to achieve carbon neutrality before 2060. Adhere to the principle of first establishing and then breaking through, accelerate the planning and construction of a new energy system, and ensure energy security. Focus on controlling the consumption of fossil fuels such as coal, strengthen the clean and efficient utilization of coal, vigorously develop non fossil energy, and accelerate the construction of a new power system. Carry out collaborative innovation pilot projects for pollution reduction and carbon reduction in multiple fields and levels. Promote the gradual shift from dual control of energy consumption to dual control of total and intensity of carbon emissions, and strengthen the basic capacity and institutional construction of dual control of carbon emissions. Compile national greenhouse gas inventories year by year. Implement methane emission control action plans and research and develop other non carbon dioxide greenhouse gas emission control action plans. Further develop the national carbon market, steadily expand industry coverage, enrich trading varieties and methods, and build and improve the national voluntary greenhouse gas emission reduction trading market. By 2035, the proportion of non fossil fuels in total energy consumption will further increase, and a more effective, dynamic, and internationally influential carbon market will be established.

(3) Coordinate and promote green and low-carbon development in key areas. Promote the deep integration of industrial digitization, intelligence, and greening, accelerate the construction of a modern industrial system supported by the real economy, and vigorously develop strategic emerging industries, high-tech industries, green environmental protection industries, and modern service industries. Strictly control the entry barriers and resolutely curb the blind launch of high energy consumption, high emissions, and low-level projects. Vigorously promote the upgrading of traditional industrial processes, technologies, and equipment, achieve green and low-carbon transformation, and implement projects to improve the level of clean production. Accelerate the energy-saving and carbon reducing renovation of existing buildings and municipal infrastructure, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. Vigorously promote the transfer of public transportation to railway and public transportation to water, accelerate the construction of railway dedicated lines, and improve the level of clean transportation of bulk goods. Promote the green transformation and electrification of railway stations, civil airports, port terminals, logistics parks, etc., and promote the large-scale application of ultra-low and near zero emission vehicles, as well as the clean and low-carbon application of non road mobile machinery. By 2027, the proportion of new energy vehicles in the newly added vehicles is expected to reach 45%, old diesel locomotives will be basically phased out, and the volume of container rail water intermodal transportation in ports will maintain a rapid growth; By 2035, the proportion of railway freight turnover to total turnover will reach about 25%.

(4) Promote the efficient and intensive utilization of various resources. Implement a comprehensive energy-saving strategy, promote energy conservation, water conservation, land conservation, material conservation, and mineral conservation. Continuously deepen energy conservation in key areas and strengthen energy management for new infrastructure. Deeply implement the national water-saving action, strengthen the dual control of total and intensity of water use, improve the water efficiency of key water industries and products, actively promote the utilization of sewage resources, and strengthen the allocation and utilization of unconventional water sources. Establish a sound system for efficient and intensive land use, and promote land conservation technologies and models. Establish a green manufacturing system and service system. Carry out actions to improve the quality and efficiency of comprehensive resource utilization. Accelerate the construction of a waste recycling system and promote the recycling of waste such as used wind turbine blades, photovoltaic modules, power batteries, and express packaging. Promote raw material conservation and resource recycling, and vigorously develop the remanufacturing industry. Comprehensively promote the construction of green mines. By 2035, the efficiency of energy and water resource utilization will reach the international advanced level.

4、 Continuously advancing pollution prevention and control efforts

(5) Continuously deepen the battle to defend the blue sky. Focusing on key areas such as the Beijing Tianjin Hebei region, the Yangtze River Delta, and the Fenwei Plain, with fine particulate matter control as the main focus, we will vigorously promote the coordinated emission reduction of multiple pollutants. Strengthen the comprehensive treatment of volatile organic compounds and implement source substitution projects. High quality promotion of key industries such as steel, cement, and coking, as well as ultra-low emission transformation of coal-fired boilers. Adopt measures such as clean energy and centralized heating substitution according to local conditions, and continue to promote the pollution control of bulk coal, coal-fired boilers, and industrial furnaces. Key regions will continue to implement total coal consumption control. Research and formulate the next stage of motor vehicle emission standards, conduct research on new stage oil quality standards, and strengthen joint supervision and law enforcement by departments. Strengthen regional joint prevention and control, and deepen the performance grading of key industries in heavy pollution weather. Continuously implement noise pollution prevention and control actions. Efforts will be made to address pollution issues such as odor and restaurant fumes. Strengthen environmental management of ozone depleting substances and hydrofluorocarbons. By 2027, the average concentration of fine particulate matter in China will decrease to below 28 micrograms per cubic meter, and cities at or above the local level will strive to meet the standards; By 2035, the concentration of fine particulate matter in China will decrease to below 25 micrograms per cubic meter, achieving constant air freshness and blue skies.

(6) Continuously deepen the battle to defend the clear waters. We will coordinate the management of water resources, water environment, and aquatic ecology, deepen the protection and management of major rivers and important lakes such as the Yangtze and Yellow Rivers, and optimize and adjust water function zoning and management systems. Solidly promote the standardized construction of water source areas and the construction of backup water source areas. We have basically completed the inspection and rectification of sewage outlets entering rivers and seas, and comprehensively established a monitoring and supervision system for sewage outlets. Promote the performance grading of sewage treatment and discharge levels for key industry enterprises. Accelerate the filling of the gaps in urban sewage collection and treatment facilities, build a model area with full coverage of urban sewage pipelines, strengthen the harmless treatment and resource utilization of sludge, and build a green and low-carbon benchmark plant for sewage treatment. Carry out endogenous pollution control and ecological restoration according to local conditions, basically eliminate black and odorous water bodies in urban and rural areas, and form a long-term mechanism. Establish a water ecological assessment mechanism, strengthen the protection and restoration of water source conservation areas and ecological buffer zones, strengthen the unified scheduling of water resources, and ensure the ecological flow of rivers and lakes. Adhere to land sea coordination and river sea linkage, and continue to promote comprehensive management of key sea areas. Taking the bay as the basic unit, the "one bay, one policy" coordinated promotion of pollution prevention and control, ecological protection and restoration, and beach environment improvement in nearshore waters continuously improves the quality and stability of important marine ecosystems such as mangroves. Strengthen the improvement of marine aquaculture environment. Actively respond to ecological disasters such as blue-green algae blooms, red tide and green tide. Promote the cleaning and management of rivers, lakes, and reservoirs, as well as the management of marine debris. By 2027, the proportion of excellent surface water quality and nearshore sea water quality in China will reach about 90% and 83% respectively, and the construction rate of beautiful rivers, lakes, and bays will reach about 40%; By 2035, the beautiful rivers, lakes, and bays of "harmony between people and water" will be basically completed.

(7) Continuously deepen the battle to defend the Pure Land. Carry out soil pollution source prevention and control actions, strictly prevent new pollution, and gradually solve the serious pollution problem of long-term accumulation of soil and groundwater. Strengthen the protection of priority protected farmland, solidly promote the safe utilization and risk control of contaminated farmland, and gradually promote the full coverage of tracing and remediation of heavy metal pollution in agricultural soil. Strengthen the linkage supervision between the change of construction land use and the risk control of polluted land in accordance with the law, and promote the risk control and restoration of large-scale polluted sites. Comprehensively carry out monitoring of the surrounding soil and groundwater environment of key soil pollution supervision units, and timely carry out the second national soil pollution survey. Conduct a national survey and evaluation of groundwater pollution, strengthen environmental protection of groundwater based drinking water sources, and strictly control environmental risks in key areas for groundwater pollution prevention and control. Deepen the battle against agricultural and rural pollution control. By 2027, the safe utilization rate of contaminated farmland will reach over 94%, and the safe utilization of construction land will be effectively guaranteed; By 2035, the proportion of Class I-IV water in national control points for groundwater will reach over 80%, and soil environmental risks will be comprehensively controlled.

(8) Strengthen the treatment of solid waste and new pollutants. Accelerate the construction of "waste free cities", continue to promote the action of treating new pollutants, and promote the realization of "waste free" and environmental health in urban and rural areas. Strengthen comprehensive management of solid waste, restrict excessive packaging of goods, and comprehensively control plastic pollution throughout the entire chain. Deepen the comprehensive ban on the entry of foreign waste, and strictly prevent the smuggling and disguised import of various forms of solid waste. Strengthen the supervision and utilization of hazardous waste, with a focus on the Yangtze River Economic Belt, Yellow River Basin, and other areas to strengthen the pollution control of tailings ponds. Develop environmental risk management regulations for toxic and harmful chemicals. By 2027, the proportion of "waste free cities" construction will reach 60%, and the intensity of solid waste generation will significantly decrease; By 2035, the construction of "waste free cities" will achieve full coverage, and eastern provinces will take the lead in building "waste free cities" across the entire region, effectively controlling the environmental risks of new pollutants.

5、 Enhancing the stability and sustainability of ecosystem diversity

(9) Build a strong natural ecological barrier. Consolidate the national ecological security barrier, promote the protection and construction of national key ecological functional areas and important ecological corridors. Comprehensively promote the construction of a nature reserve system with national parks as the main body, and complete the integration and optimization of national nature reserves. Implement the national natural ecological resource monitoring, evaluation, and early warning project. Strengthen the construction of ecological protection and restoration supervision system, and strengthen unified supervision. Strictly supervise owners, developers, and even regulators, promptly detect and investigate various ecological damage incidents, and resolutely eliminate formalism in ecological restoration. Strengthen ecological monitoring and evaluation, and carry out evaluation of the effectiveness of ecological protection and restoration. Continuously promote the strengthening of supervision over the "Green Shield" nature reserves and establish a monitoring mechanism for ecological damage issues along the ecological protection red line. By 2035, the national park system will be basically completed, the ecosystem pattern will be more stable, and beautiful mountains and rivers will be showcased with vitality.

(10) Implement integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, and sands. Accelerate the implementation of major projects for the protection and restoration of important ecosystems, and promote the restoration of grasslands, forests, rivers, lakes, and wetlands. Continue to implement the integrated protection and restoration project of mountains, rivers, forests, fields, lakes, grasslands, and sands. Scientifically carry out large-scale land greening actions, increase efforts in grassland and wetland protection and restoration, strengthen comprehensive management of desertification, rocky desertification, and soil erosion, comprehensively implement sustainable forest management, and strengthen forest and grassland fire prevention and control. Focusing on the sand source areas and transmission paths that affect key areas such as Beijing, we will continue to promote the construction of the "Three North" project and the control of sand sources in Beijing and Tianjin, and make every effort to win the three iconic battles. Promote the consolidation and improvement of ecosystem carbon sequestration capacity. By 2035, the national forest coverage will increase to 26%, the soil and water conservation rate will increase to 75%, and the ecosystem will basically achieve a virtuous cycle.

(11) Strengthen biodiversity conservation. Strengthen the coordination mechanism for biodiversity conservation, implement the Kunming Montreal Global Biodiversity Framework, update China's biodiversity conservation strategy and action plan, and implement major projects for biodiversity conservation. Establish a sound national biodiversity conservation network, comprehensively protect wild animals and plants, and gradually establish a national botanical garden system. Deepen the rescue of rare and endangered species in the Yangtze River, and continue to implement the ten-year fishing ban measures in the Yangtze River. Fully implement the fishing ban system during the off-season in the ocean and build modern marine pastures. By 2035, the land area of nature reserves in China will account for no less than 18% of the land area, and typical ecosystems, nationally protected wildlife and their habitats will be fully protected.

6、 Defend the Bottom Line of Building a Beautiful China

(12) Establish a sound national ecological security system. Implement the overall national security concept, improve the coordination mechanism of national ecological security work, strengthen cooperation with economic security, resource security and other fields, improve the legal system, strategic system, policy system, and response management system of national ecological security, enhance the ability of national ecological security risk assessment, monitoring and early warning, emergency response and disposal, and form a comprehensive, three-dimensional and efficient national ecological security protection system.

(13) Ensure nuclear and radiation safety. Strengthen the coordination mechanism and overall role of national nuclear safety work, build a rigorous nuclear safety responsibility system, comprehensively improve nuclear safety supervision capabilities, build a modern nuclear safety supervision system that is suitable for the development of China's nuclear industry, and promote high-quality development of nuclear safety. Strengthen the safety management of the first and new reactors, regularly conduct safety evaluations of operating facilities and continuously implement improvements, accelerate the retirement treatment of old facilities and the treatment and disposal of historical radioactive waste, strengthen the safety management of nuclear technology utilization and electromagnetic radiation environment management. Strengthen the monitoring and research of marine radiation environment in China's jurisdictional waters, enhance risk warning monitoring and emergency response capabilities. Adhere to independent innovation and secure development, strengthen key and fundamental scientific and technological research and intelligent safety management in the field of nuclear safety.

(14) Strengthen biosafety management. Strengthen environmental risk detection, identification, evaluation, and monitoring of biotechnology and its products. Strengthen the full chain prevention and control and systematic governance, and improve the biosafety supervision, early warning and prevention system. Strengthen the prevention and control of harmful organisms. Carry out a census, monitoring and early warning, and impact assessment of invasive alien species, strengthen the quarantine of imported animals and plants, and prevent and control invasive alien species. Establish a sound system for the protection and utilization of germplasm resources, and strengthen the protection and management of biological genetic resources.

(15) Effectively addressing the adverse effects and risks of climate change. Persist in balancing mitigation and adaptation, and vigorously enhance the ability to adapt to climate change. Strengthen the construction of climate change observation networks, enhance monitoring, prediction, early warning, and impact risk assessment. Continuously improving climate resilience in agriculture, health, and public health, and strengthening climate risk management in infrastructure and major projects. Deepen the construction of climate adaptive cities, promote the construction of sponge cities, and strengthen regional actions to adapt to climate change. By 2035, a climate adaptive society will be basically established.

(16) Strictly prevent and control environmental risks. Adhere to prevention as the main focus and strengthen the normalized management of environmental risks. Improve the national environmental emergency system and mechanism, establish a graded responsibility system, with local areas as the main focus and departmental coordination, and improve the upstream and downstream, cross regional emergency linkage mechanism. Strengthen the investigation and risk control of environmental hazards in key areas such as hazardous waste, tailings ponds, heavy metals, and jurisdictional waters and border areas. Implement a number of environmental emergency infrastructure construction projects, establish and improve emergency response systems and emergency material reserves, enhance the informatization level of environmental emergency command, and timely and properly handle various sudden environmental incidents in a scientific manner. Establish a sound system for environmental health monitoring, investigation, and risk assessment.

7、 Creating a Demonstration Model for Building a Beautiful China

(17) Building a leading area for beautiful China. Focusing on regional coordinated development strategies and major regional strategies, strengthening green development cooperation, and building a green development highland. Improve the mechanism for coordinated protection of the ecological environment in the Beijing Tianjin Hebei region, accelerate the construction of ecological environment restoration and improvement demonstration zones, and promote the construction of a green development city model in Xiong'an New Area. In the in-depth implementation of the development strategy of the Yangtze River Economic Belt, we will adhere to joint efforts to protect the environment and build a green development demonstration zone that promotes harmonious coexistence between humans and nature. Deepen the connection of rules and mechanisms in the ecological environment field of the Guangdong Hong Kong Macao Greater Bay Area, and jointly build an international first-class beautiful bay area. Deepen the institutional innovation of joint protection, governance, and integration in the Yangtze River Delta region, and build a beautiful Yangtze River Delta at a high level. Adhere to the principle of using water to determine the city, land, people, and production, and build a leading area for ecological protection and high-quality development in the Yellow River Basin. Deepen the construction of national ecological civilization pilot zones. Based on regional functional positioning, each region leverages its own characteristics to compose a provincial chapter in building a beautiful China.

(18) Build a beautiful city. Adhere to the principle of building people's cities and serving the people, and promote the construction of beautiful cities guided by green, low-carbon, beautiful environment, livable ecology, safety and health, and smart and efficient development. Improve the level of urban planning, construction, and governance, implement urban renewal actions, and strengthen intercity and urban-rural ecological protection and environmental governance. Accelerate the transformation of the development mode of mega cities, improve the efficiency of ecological environment governance in large and medium-sized cities, promote the upgrading and expansion of environmental infrastructure in small and medium-sized cities and county towns, and promote the adaptation of environmental public service capacity to population and economic scale. Carry out urban ecological environment governance assessment.

(19) Build beautiful countryside. Promote the experience of Zhejiang's "Ten Million Project" according to local conditions, and coordinate the promotion of rural ecological revitalization and rural living environment improvement. Accelerate the integration, innovation, and promotion of agricultural input reduction and efficiency enhancement technologies, strengthen the resource utilization of agricultural waste and the classification and disposal of waste agricultural films, and focus on strengthening systematic governance in areas with prominent agricultural non-point source pollution. Solidly promote the revolution of rural toilets, effectively manage rural domestic sewage, garbage, and black and odorous water bodies. Establish a rural ecological environment monitoring and evaluation system. Scientifically promote rural greening and beautification, strengthen the protection and utilization of traditional villages, and guide the rural landscape. By 2027, the proportion of beautiful rural areas completed in the entire county will reach 40%; By 2035, the beautiful countryside will be basically completed.

(20) Carry out innovation demonstrations. Classify and implement policies to promote the construction of beautiful cities, implement the construction of beautiful rural demonstration counties, and continuously promote excellent cases of beautiful rivers, lakes, and bays. Promote the integration of the construction of a beautiful China into grassroots governance innovation. Deeply promote the demonstration construction of ecological civilization, and promote the construction of the "Green Waters and Green Mountains are Gold and Silver Mountains" practical innovation base. Encourage green innovation in free trade pilot zones. Support practical innovation in the planning and policies for building a beautiful China.

8、 Carry out the National Action for Building a Beautiful China

(21) Cultivate and promote ecological culture. Establish a sound ecological cultural system based on ecological values, cultivate mainstream values of ecological civilization, and accelerate the formation of national ecological consciousness. Explore the excellent traditional ecological cultural ideas and resources of China, launch a batch of high-quality ecological literature works, and promote the prosperity and development of ecological culture. Make full use of museums, exhibition halls, science and education centers, etc., to promote the vivid practice of building a beautiful China.

(22) Practice a green and low-carbon lifestyle. Advocate for a simple and moderate, green and low-carbon, civilized and healthy lifestyle and consumption mode. Develop green tourism. Continue to promote the "Clean Your Plate Campaign" and resolutely stop food and beverage waste. Encourage green travel, promote the construction of urban greenway networks, and deeply implement the strategy of prioritizing the development of urban public transportation. Deepen the patriotic health campaign. Improve the level of garbage classification management and promote full coverage of garbage classification in residential areas of prefecture level and above cities. Build a green and low-carbon product standard, certification, and labeling system, and explore the establishment of public participation mechanisms such as "carbon inclusive".

(23) Establish a diverse participation action system. Continuously carry out the "Beautiful China, I am an Actor" series of activities.
